MUST MEET MINIMUM REQUIREMENT: Requires Bachelor’s Degree in Urban Development. Geography, or related field from an accredited college or university. Three (3) years of related work experience in City planning and/or GIS preferred; or equivalent combination of education and experience. Possession of or ability to readily obtain a valid Georgia driver’s license (Class C) and a satisfactory Motor Vehicle Record (MVR).
NATURE OF WORK: This position is a skilled planning, administrative, and technical position responsible for research and organizational support for the department. Work involves: annexation, rezoning, and variance application and plan reviews; sign reviews; code compliance; updating the City Geographical Information System (GIS) through the use of Global Positioning System for data collection; and entering information into the computer and updating department files.
SOME OF THE ESSENTIAL JOB DUTIES INCLUDE: Reviews developmental plans for compliance with City ordinances. Reviews annexation, rezoning, and variance applications. Provides assistance to the public in the planning process; accepts, verifies, and logs applications; enters information into the computer; and distributes applications for staff review.
Maintains user fee schedule; collects and records application fees for annexations, rezoning, variances, plan reviews and other planning department functions; and follows safekeeping procedures for fees. Prepares and maintains department forms used in the application process for rezoning, variances, special exceptions, plan reviews, annexations, and other departmental functions. Assists in preparation of comprehensive plan updates and other technical reports. Assists in preparation of monthly reports and correspondence for the planning department. Files and retrieves materials and data from department computerized and manual filing systems. Provides administrative support to the Planning and Zoning (P&Z) Commission, the Art & Architectural Review Committee, and the public. Sets up Council Chambers for P&Z Commission meetings; prepares and presents staff recommendations on assigned projects; takes notes and minutes of meetings; and distributes typed minutes to appropriate departments. Files documents at the County Courthouse as needed. Researches and signs zoning verification letters, if approved. Prepares legal ads for print in newspapers; creates notification signs for display. Retrieves map files from geographic information system (GIS) for printing. Reviews business licenses and home occupation approvals; inspects installations for zoning compliance. Enforces City ordinances related to zoning and administrative issues. Schedules and conducts meetings with developers, committees, and staff as needed. Inspects sites before, during, and after construction for development plan compliance and issuance of Certificate of Occupancy; coordinates with code/ordinance enforcement staff. Acts as liaison to inter-department staff, county staff, and developers during the review/approval process submitted development plans and zoning applications. Coordinates with geographic information systems (GIS) for updates of maps after annexation and rezoning approvals. Operates and maintains GPS and GIS equipment, software and database. Serves as the technical advisor for application, implementation and administration of GIS technologies within the City and for projects as needed. Provides training to administrative staff.
PHYSICAL DEMANDS: The work is sedentary work and requires exerting up to 10 pounds of force occasionally and negligible amount of force constantly to move objects. Additionally, the following physical abilities are required: fingering, grasping, handling, hearing, mental acuity, reaching, repetitive motion, speaking, talking, visual acuity, and walking.
